Set the log level, configure file rotation, send alerts to remote syslog, enable stdout logging, size the disconnect buffer and tune log pruning.

Timebeat logs to four destinations: file (default), stderr, syslog and Windows event log. Process-level logging settings live at the top of the file; steering-loop logging lives under clock_sync.advanced.logging.
